Numbers and scope in this clause

A number in this clause, not the requirement

This number belongs to a carve-out. It is context for the clause, not a limit the product must meet.

The clause carries more than one limit; only the first is held as a number.

The limit was read from the clause wording and checked by a reader.

Exemptions
A level of 4 is nevertheless allowed when fabrics intended for furniture, curtains or drapes are both light coloured (standard depth < 1/12) and made of more than 20% wool or other keratin fibres, or more than 20% silk, or more than 20% linen or other bast fibres. This requirement does not apply to mattress ticking or mattress protection.
