What changed
The register is rebuilt from the schemes' own documents and published as a whole. Each build keeps a permanent page listing what was added, removed and amended against the build before it, every entry linked to the clause it describes.

Identifiers that moved
An identifier is derived from the clause itself, so correcting a clause reference or recovering text that had been cut short gives the clause a new one. 3,004 identifiers from earlier builds no longer name a current row. 2,579 of them point at their successor when you open them — 2013 matched on identical wording, 481 on the same clause reference in the same document, and 85 placed by hand where the Harvester checked that it is the same clause on the same page. 416 had a successor that has since left the register as well. They and the remaining 9 say plainly that no successor could be established rather than guessing at one.
